Notice of state of disrepair State of block 1-135 Greenrigg Flats also known as block A Flat and garage owners are notified of The state of disrepair of 1-135 Greenrigg flats has become abysmal and dangerous. Courtyard doors have rotted off because of water from the walkway above. Downpipes are missing causing water damage. Roof gutters are choked with mud and grass causing them to break off. Close entrances have no security allowing druggies and dealers to use the closes for drug use. The outer roughcast cladding on block A is breaking off, particularly in stormy weather, meaning the building in its current state is a danger to the public passing along the walkway and to persons in the courtyard below and also on the grassed side of the building, chunks of roughcast, in high winds, have been breaking off from the walls hitting as far as the main South Carbrain road. There are closes where the glass roof is broken allowing water to pour in to the building. Stairs lighting, in many closes is no longer functioning and needs to be completely renewed. The roof itself is in poor condition. Local builders refuse to give quotations because they say they will not get fully paid for any work done. Surveyors work costs thousands and is only a picture of what we already can see. Neither Greenrigg Flats Owners self factoring group, nor the Residents Association are able to provide a solution. There is no property factoring company in the area willing to take on factoring Greenrigg flats knowing that only a small percentage of owners will pay and no way to reclaim the missing share. North Lanarkshire Council no longer provide emergency repair orders to private housing. Nor does the council provide any missing shares for private housing repairs. So there has been no council help although we have been asking for the last 4 years. Our last resort has been to ask the Scottish Government to execute a Compulsory Purchase Order for Greenrigg flats, whereupon flat owners, if the council and ScotGov approve, would mean North Lanarkshire Council buy the flats, paying owners the market value + business compensation for landlords+ a payment of £1500 to the residents. Details of what payments a compulsory purchase order provides to owners, is on the Scottish Government website (Compulsory Purchase Order payments). That solution does not look even remotely likely because North Lanarkshire Council do not have the money. So, on behalf of Greenrigg & Millcroft Flats Residents Association, I am informing you of the dangerous state of the building (1-135 Greenrigg Road, also known as Block A) where your flat is part of, and that all flat owners in that block, as per the flats’ title deeds, share a responsibility to keep the whole building in good repair. A local meeting will be held shortly for owners and tenants to discuss the situation. Date and venue will be posted on both this site and the facebook site.
